Detailed Vacancy Information

The current recruitment encompasses 8 positions across medical, dental, paramedical, administrative, and support categories:

1. Officer in Charge (OIC): 1 Post - This is a senior administrative-cum-medical position requiring a graduate preferably with medical or healthcare administration background. The OIC will be responsible for overall management of the polyclinic including supervision of all staff, ensuring quality healthcare delivery, maintaining discipline, coordinating with Station Headquarters, managing finances and accounts, handling patient grievances, maintaining inventory, preparing monthly reports, and liaising with empaneled hospitals. Strong leadership, administrative acumen, and decision-making abilities are essential. Ex-servicemen with officer rank background in medical administration will be highly preferred.

2. Dental Officer: 1 Post - BDS qualified dental surgeon will provide comprehensive dental services to ECHS beneficiaries including dental consultations, diagnosis of oral conditions, tooth extractions (simple and surgical), dental fillings and restorations, root canal treatments, scaling and polishing, fabrication and fitting of complete and partial dentures, oral health education, maintaining dental clinic standards, ensuring sterilization protocols, and managing dental equipment and materials. The Dental Officer must be capable of handling geriatric dental issues common among elderly veteran population including periodontal diseases, tooth mobility, denture-related problems, and oral hygiene maintenance. Experience in prosthetic dentistry and conservative dentistry is highly desirable.

3. Pharmacist: 1 Post - The Pharmacist holds a critical role in ensuring proper dispensation of medicines and maintaining pharmacy operations. Responsibilities include receiving and verifying prescriptions from doctors, dispensing medicines accurately with proper labeling and instructions, maintaining pharmacy inventory through stock registers, ensuring proper storage of medicines according to temperature and light requirements, checking expiry dates regularly and ensuring FIFO (First In First Out) system, indenting medicines as per consumption patterns, coordinating with suppliers for timely procurement, providing medication counseling to patients regarding dosage, timing, and side effects, maintaining pharmacy records as per regulations, and ensuring cleanliness and organization of pharmacy area. The Pharmacist must possess good knowledge of generic and branded medicines, drug interactions, and safe dispensing practices. B.Pharmacy or Diploma in Pharmacy with valid State Pharmacy Council registration is mandatory.

4. Laboratory Technician: 1 Post - The Lab Technician will handle diagnostic laboratory operations including collection of blood, urine, and other specimens from patients, performing routine diagnostic tests such as Complete Blood Count (CBC), Hemoglobin, Blood Sugar (Fasting/PP/Random), Lipid Profile, Liver Function Tests, Kidney Function Tests, urine routine examination, stool examination, sputum examination for AFB, maintaining laboratory equipment and ensuring calibration, preparing reagents and maintaining quality control, maintaining laboratory registers and report books, ensuring bio-safety protocols and proper disposal of laboratory waste, coordinating with external laboratories for specialized tests, and ensuring timely delivery of reports to patients. The technician must be proficient in handling automated and semi-automated analyzers, microscopy, and basic laboratory techniques. Diploma in Medical Laboratory Technology (DMLT) with minimum 5 years experience in diagnostic laboratory is required.

5. Dental Hygienist / Dental Assistant / Dental Technician: 1 Post - This position involves assisting the Dental Officer in all clinical procedures, preparing dental instruments and materials before procedures, maintaining proper sterilization of all dental instruments through autoclaving, assisting during tooth extractions, fillings, and denture work, taking dental impressions for denture fabrication, fabricating temporary dentures and repairs, maintaining dental chair and equipment, managing dental materials inventory, educating patients on oral hygiene practices, maintaining dental clinic cleanliness and infection control standards, and preparing dental records and registers. Candidates with Diploma in Dental Hygiene or Dental Technology, or those who have completed Class-1 DH/DORA course from Armed Forces Dental establishments will be eligible. Minimum 5 years hands-on experience in dental assistance or dental laboratory work is mandatory.

6. DEO / Clerk: 1 Post - The Data Entry Operator or Clerk will handle all administrative and documentation work including computerized registration of patients in ECHS software, verifying ECHS card validity and beneficiary details, maintaining daily OPD registers, preparing monthly statistical reports, handling official correspondence and filing, maintaining stock registers for medicines and consumables, assisting in accounts and bill processing, coordinating with empaneled hospitals for referrals and claims, managing ECHS card-related queries, maintaining leave records and attendance of staff, and providing general administrative support to OIC. The candidate must possess good computer skills including proficiency in MS Office (Word, Excel, PowerPoint), typing speed of minimum 30 words per minute, knowledge of ECHS procedures and documentation, and ability to maintain confidentiality. Bachelor's degree with diploma in computer applications or typing course is preferred. Minimum 5 years experience in office administration or data entry work is required.

7. Female Attendant: 1 Post - Female Attendant will provide support services specifically for women beneficiaries including assisting women patients in examination rooms, helping elderly women patients in movement within polyclinic, maintaining cleanliness of female waiting area, washrooms, and examination rooms, ensuring privacy and dignity of female beneficiaries during medical consultations, assisting nursing staff in patient care activities, helping in dispensing medicines and explaining usage to female patients, maintaining cleanliness of polyclinic premises, and performing other tasks as assigned. 8. Safaiwala (Sanitation Worker): 1 Post - The Sanitation Worker is crucial for maintaining hygiene and infection control standards in the polyclinic. Educational Qualification and Experience Requirements

For Officer in Charge (OIC): Graduate degree from recognized university, preferably in healthcare administration, hospital management, or related field. Minimum 10 years experience in hospital/polyclinic administration, of which at least 5 years should be in supervisory capacity. Ex-servicemen with Commissioned Officer rank background in medical administration, hospital management, or equivalent will be strongly preferred. Candidates should possess leadership qualities, administrative experience, financial management skills, and ability to handle multiple responsibilities. Age limit: Maximum 65 years as on 01/04/2026.

For Dental Officer: BDS (Bachelor of Dental Surgery) degree from recognized dental college registered with Dental Council of India. Minimum 5 years post-qualification clinical dental experience. Valid registration with State Dental Council is compulsory. Candidates should be competent in general dentistry including extractions, fillings, denture work, and oral surgery. MDS or additional qualifications in prosthodontics, conservative dentistry, or oral surgery will be advantageous. Age limit: Maximum 60 years as on 01/04/2026.

For Pharmacist: Bachelor of Pharmacy (B.Pharm) OR Diploma in Pharmacy (D.Pharm) from recognized institution with valid registration with State Pharmacy Council. For DEO/Clerk: Bachelor's degree from recognized university with good computer knowledge including MS Office suite. Typing speed of minimum 30 words per minute in English or Hindi. Diploma or certificate in computer applications will be an added qualification. Minimum 5 years experience in office administration, data entry, or clerical work, preferably in defense or government organizations. Knowledge of ECHS procedures will be advantageous. For Female Attendant: Literate with ability to read and write in Hindi/English/Nepali. Minimum 5 years experience working in hospitals, clinics, or healthcare institutions as attendant or in similar support role. For Safaiwala: Literate with basic understanding of hygiene and cleanliness practices. Minimum 5 years experience in sanitation or housekeeping work in medical facilities with knowledge of biomedical waste management. Should be physically fit to perform cleaning duties. All salaries are on consolidated monthly basis without separate allowances. Income tax will be deducted at source as per applicable provisions. The initial contract period is 11 months, which may be renewed annually based on satisfactory performance, good conduct, punctuality, and organizational requirements. Renewal decisions will be taken by the competent authority. Salaries will be credited directly to employee's bank account.

Selection Process

The selection procedure will comprise multiple stages:
